Abstract
This study aims to analyze the effect of e-procurement capability and human resources on procurement performance in the Government of Kendal Regency through management commitment. The study employed a quantitative approach using a survey method involving 100 civil servant respondents engaged in government procurement, selected through purposive sampling. Data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS. The results show that e-procurement capability has a positive and significant effect on procurement performance, while human resources have no significant direct effect. E-procurement capability has no significant effect on management commitment, whereas human resources and management commitment have positive and significant effects. Management commitment does not mediate the effect of e-procurement capability on procurement performance but mediates the effect of human resources on procurement performance. These findings emphasize the importance of strengthening digital procurement capabilities, human resource competencies, and management commitment to improve government procurement performance.

Hasil penelitian menunjukkan bahwa kapabilitas e-procurement berpengaruh positif dan signifikan terhadap kinerja pengadaan, sedangkan sumber daya manusia tidak berpengaruh signifikan secara langsung. Kapabilitas e-procurement tidak berpengaruh signifikan terhadap komitmen manajemen, sedangkan sumber daya manusia dan komitmen manajemen berpengaruh positif dan signifikan. Komitmen manajemen tidak memediasi pengaruh e-procurement, tetapi memediasi pengaruh sumber daya manusia terhadap kinerja pengadaan. Temuan ini menegaskan pentingnya penguatan kapabilitas digital, kompetensi SDM, dan komitmen manajemen dalam meningkatkan kinerja pengadaan pemerintah.
